Whose plan was "Seven Countries in Five Years"?

In 2007 Gen Wesley Clark famously recounted that a general in the Pentagon told him "on or about the 20th of September [9 days after 9/11] 'We've made the decision we're going to war with Iraq.' I said, 'We're going to war with Iraq? Why?' He said, 'I don't know.'" Gen Clark came back to see the Pentagon general a few weeks after his 20th September 2001 visit.
"And he said, 'I just got this down from upstairs today.' And he said, 'This is a memo that describes how we're going to take out seven countries in five years, starting with Iraq, and then Syria, Lebanon, Libya, Somalia, Sudan and, finishing off, Iran.'"
In recent interviews Professor Jeffrey Sachs (who is Jewish, by the way) has been telling us that the whole "War on Terror" since 2001 has been waged on behalf of Israel, and he has mentioned Benjamin Netanyahu’s 1995 book "Fighting Terrorism".
So I bought the book on Kindle. A 2001 edition of the 1995 book, its Foreword contains the entire text of an address which Netanyahu gave to the US Congress on 20th September 2001 - which happens to be the very same day that a Pentagon general told Wesley Clark “We're going to war with Iraq”. Netanyahu writes that the argument he made in 1995 "represents the principles and basic conceptions that must guide our actions in the great and crucial war that lies ahead", which are that it’s not enough to attack “terrorist” organisations, it’s necessary to deal with the states that harbour them.
On 9/11 itself, in his first address to the American people (and the world), President George W. Bush said: “We will make no distinction between the terrorists who committed these acts and those who harbour them.”
If it’s true that the US “War on Terror” since 2001 has been waged on behalf of the Zionist plan for a “Greater Israel”, this plan did not originate in a 1995 book by Benjamin Netanyahu. As Israel Shahak and Michel Chossudovsky have written, “Greater Israel: The Zionist Plan for the Middle East” dates from the Infamous "Oded Yinon Plan" of 1982.

Greater Israel refers to the area between the Nile and Eufrat according to Genesis 15,18, which seems to be the basic belief in both Zionism and the whole fundamentalistic bible belt of USA influenced by AIPAC.
When "the Lord" gave this land to Isaks family (but not Ismaels - the other son of Abraham) it seems like every non-jew in this area and around can be killed - justified as a mean to fulfill the Pact. This pact might be the most discriminating act in history.
In the Greater Israel area the first three countries mentioned by Wesley Clark, Iraq, Syria and Lebanon is also included, or partly included (the other 4 countries are Egypt, Jordan, Saudi Arabia and Kuwait).
